You said you're running "quite a few" torrents at once and seeing 60-80 KB/sec download and 30-50 KB/sec upload. Barring that, it could be due to how BitTorrent or TCP/IP works. If the problem occurs even when you connect directly to the DSL modem, your connection is probably overloaded.
